Report by the Fact-Finding Delegation of the Latin American Studies Association on the Impact of the 2006 Social Conflict
This report presents the findings from a fact-finding visit to Oaxaca, Mexico, of the Latin American Studies Association (LASA). The visit took place between 15 and 22
June 2007, with the purpose of investigating and reporting on recent developments in Oaxaca that affect the exercise of freedoms of inquiry and expression on the part of researchers, teachers, cultural workers, and intellectuals associated with universities,
schools, nongovernmental organizations, and similar institutions.
LASA is the most important organization of scholars and students of Latin America and has 6000 members throughout the Americas and other parts of the world.
The mandate of the LASA delegation was to determine whether there was credible evidence of significant violations of the freedoms of intellectual inquiry and expression affecting researchers, teachers, cultural workers, or other such individuals or
groups in the area. Such violations were to include, but were not limited to, politically motivated homicides, physical torture or intimidation, illegal judicial detention, the
public targeting of individuals on the basis of their political beliefs or affiliations, involuntary separation from employment at educational or cultural institutions on the
basis of an individual’s political beliefs or affiliations, and so forth.
If, upon investigation, the delegation determined that such violations had occurred, it would seek to ascertain the principal causes or sources of them. It would also
make a reasonable effort to identify what actions should be taken by municipal, state, or federal governmental authorities; by national or international human rights organizations;
or by other relevant actors to end such violations and to establish conditions for the effective exercise of the freedoms of inquiry and expression.

Informe presentado por la delegación de la Asociación de Estudios Latinoamericanos encargada de investigar los hechos relacionados con el impacto del conflicto social del año 2006
Este informe presenta los resultados de la visita de una delegación de LASA (Latin American Studies Association) a Oaxaca, México. La visita se llevó a cabo entre los días 15 y 22 de junio de 2007 con el propósito de investigar e informar sobre los
acontecimientos acaecidos recientemente en Oaxaca que afectan el ejercicio de la libertad académica y de expresión de investigadores, profesores, trabajadores culturales e
intelectuales afiliados a universidades, centros académicos, organizaciones no gubernamentales e instituciones similares.
LASA es la organización más importante de académicos y estudiantes de América Latina que cuenta con alrededor de 6,000 miembros en las Américas y en otras partes del
mundo.
El mandato de la delegación de LASA fue determinar la existencia de evidencia confiable de violaciones significativas a las libertades académica y de expresión
intelectual de investigadores, profesores, trabajadores culturales o de otros individuos o grupos. Dichas violaciones incluyeron, entre otras, homicidios políticos, tortura física e
intimidaciones, detenciones ilegales, hostigamiento público a individuos a causa de su posición política o su afiliación a determinadas instituciones, o desvinculación laboral por
las mismas causas señaladas más arriba.
Si terminada la investigación, la delegación concluía que dichas violaciones habían ocurrido , ésta debería identificar sus principales causas y el origen de las mismas.
También haría un esfuerzo razonable para identificar las acciones que deberían ser adoptadas por las autoridades municipales, estatales o federales; por organizaciones de
derechos humanos tanto nacionales como internacionales; o por otros actores importantes para asegurar que dichas violaciones no ocurrieran nuevamente y para establecer
condiciones propicias para el ejercicio efectivo de las libertades académica y de expresión.
